2013 Ford focus shut down and smells of gas

My son was driving home from work when all of a
sudden the car lost power and he couldn't give it
gas. When he attempted to give it gas, the smell
was overwhelming. He shut it off and when he got
out, there was gas on the ground under the car. It
won't start now at all but when in neutral,  the
needle is showing more than half tank of gas.
Could this be a fuel line breakage?

Certainly sounds like it. You will need to visually inspect the engine to locate the leak. Be very careful; the leaking gas can be very dangerous.
