The electrical in my 2000 Dodge Caravan stays on
even with the ignition in the off position. The
battery won't hold a charge. The door alarm beeps
like the key is still in the ignition when it is not. The
key can be pulled out in any position. Will
changing the lock cylinder fix these issues?

It sure will, you need to change ignition
