No Power steering under 1000 rpm?

My 5.9 L Dodge Dakota RT with automatic and rack and pinon steering has a complete power steering loss at 1000 rpm and under. When it goes above 1000 rpm does ok with a little whine. Especially when sitting still.  No Problem in Motion above 1000 rpm.

ive replaced it twice thinking the same thing, i have also replaced the belt, the tensioner, the idler pulley, both upper control arms, all bushings and ball joints, the only other thing i can imagine it being is maybe a bad seal in the hydrolic side of the rack, or a clog maybe somewhere??? any other ideas? pulling out my hair!!!! thanks

replace power steering reservoir, the plastic one has a strainer that gets clogged from debris and stops the power steering from working
