Why is my car over heating?

I have a 2004 dodge neon 2.0 had the alternator changed
put new cam shaft sensor new battery temperature sensor
new battery new new temperature sensor new radiator
cap and new thermostat bc it wasnt opening car was over
heating so i had the heads resurfaced and cleaned bought
new head bolts new head gasket kit new water pump new
timing belt and tensioner and my car is still running hot
only think that wasnt changed was the radiator and when i
filled the radiator up after putting the engine back together
there was rust in the water could it be clogged and if it is
how do i check if it is clogged and does it need to be
changed if it is clogged up

try a radiator flush and replace the thermastat.

Yes, a clogged radiator can definitely cause overheating. Especially at higher speed driving, like expressway driving. Personally I'd replace it since everything else is new. A flush with a chemical cleaner may unclog the radiator but it will probably start leaking. Try Ebay for an inexpensive new radiator. I found one for my 2000 Grand Prix for $80 free shipping two years ago and it's been fine. Hope that helps! Jim

Take the radiator cap off and drive a new vehicle under it. A 2004 Neon is known for cooling and head gasket issues.
