My starter wont turn and only gets 7 volts

I had the battery, fuses, alternator, and starter checked, and they all are good. I
even cleaned the connections for them and they are getting 12 volts. At first, I
put my multi-meter on the wires for the starter and it only said 2.4 volts. So, I
cleaned it and then it said 7 volts. The car still wont turn over. What do you
guys think it could be?

I found out what the problem was. The postive jump post was corroded, so I cleaned it with a wire brush and used a metal file.
