What would cause cd player an wipers both to
short out from a simple turn of the steering wheel
then come back on

Check the wiring to the CD player, first looking for the power lead and what it is connected to. Obviously, it replaced the original radio (CD players were not available in 1985-that was the era of cassette tape players). The cause will not be a fuse since a fuse will not just come back on. Look for a loose or corroded wire.
