2005 dodge neon sxt wont start

i own a 2005 dodge neon sxt, last time it was driven i accidently left the lights
on the battery drained and i charged it with a welder, it fried the battery i got a
new one now all the lights inside the car turn on and dings at me but the engine
one even crank, it doesnt make a noise, could someone tell me whats wrong?

it could be the start relay (in the fuse box under the hood) or it could be the starter. the start relay will usually make a faint click noise when turning the key to start the car. Its also the less expensive of the two.
