Dodge Neon Cranks but Won't Start

It cranks but won't start. it has a new battery and the spark plugs have recently been changed. It seems to only do this when it gets cold. If I mess with it long enough by continually cranking it and giving it some gas it will eventually start, but roughly. Sometimes I hook the battery up to another car so it won't die while I'm trying to start it. Once it starts everything seems to work well.

By the way, the check engoine light does not come on so I am assuming there are no codes (I don't know if this is correct though)
