Why heat coming out cold but not overheating

I've changed the thermostat, water pump is working, flushed radiator and is still overheating especially on highway. blinkers occasionally work but hazard lights work fine

My 98 Dodge Caravan is leaking water, but no puddling, and no mater how low it gets the van does not over heat. I have changed out the water pump twice and the thermostat but still have the leak.
