I changed the bulb a few times,and, I replaced the fixture,and, still does not work

THE MOTION SENSOR/TILT ONE???IS THERE 12 VOLTS TO IT OR NOT??? SOMETIMES THE GRONDS ARE HARD TO MAKE UNLESS THERE IS A DEDICATED WIRE FOR IT..
