Why do the hazard lights keep turning on even when the car is off?

Hazard lights will turn on in the middle of the night

I had this problem and I put a wedge in the switch on top of the steering wheel where the haz light switch is located to keep the switch in the down (off) position. I think I used a blown plastic fuse to jam against the switch.
