Truck engine won't turn over when starting

My 2009 Dodge Ram 1500 engine will not turn over when I start it. I
can hear the starter making a winding sound when I turn the key but
the engine won't crank. The battery and starter have been tested
and are good. Has anyone experienced this? Just need to know
what the issue is before I pay a fortune to repair it.

Thanks for the info. The machanic working on it said it look like the engine seized up. If that's the case this will be a very expensive repair.
