my 1991 Cadillac Fleetwood it cranks but it wont start. I'm getting spark and I also change the fuel pump and fuel pump relay and I'm still getting nothing. can you help me out?

I am getting fueI I am getting spark I turned the distributer to test it and it still wont start.

how much pressure should I see when I do the test? someone told me 40 pounds of pressure is what it takes to start the car. The car ran fine I never really drove it in about two years. It ran out of gas and I let the car sit with none in it for a long time.
