I tried to move my 98 Cadillac deville 4 door in neutral and when I steered to turn left my steering wheel make a pop/snap noise did my steering wheel brake or what could be the problem

Turn the car on and rotate the wheel full right then full left to see if you can duplicate the problem. If all is good, drive it slowly and check again. If all seems OK, I would not worry about what you heard. On the other hand, if the car makes the popping noise again, take it to your favorite shop to evaluate.
