refund of payment for "featured" listing.

I paid for a "featured" listing upgrade. I checked the "position" of my listing
before paying for the featured listing.  I have checked the location twice since
and it is still in the same location on the 4th of 4 pages of listings for my
vehicle type.
is this a "scam?"
