2010 Dodge Avenger

The heater blower and rear defrost is not
working. Repair shop said the blower needs
to be replaced. I’m wondering if it’s a fuse
considering the rear defrost isn’t working.

Find the fuse and test it. Or open the wire harness to the motor and put a meter on the correct pins to test for voltage. Try putting blower motor on it's highest setting, if it works then resistor pack is bad. It's also not very likely the rear window defroster is on the same circuit as the dashboard blower motor. Check the fuse diagram in the owner's manual.
