Exterior car part name: Center piece located from front mud flap to rear mud flap is called?

The piece located between both mudflaps (front/rear), is that named Mudguard SillCenter?  the whole piece is in tact but the center clips are all broken. can these clips be individually replaced or do I have to replace the entire piece

the clips might be able to be changed but maybe you should get a new piece
