Went to turn the key in the ignition, and the car wouldn't start. It's been
getting worse the past month, sometimes it would start sometimes it
wouldn't. The battery is only a year old and the terminals are clean. I tried
to jump start it and it wouldn't start, the dashboard lights comes on. There
was smoke coming from the engine when I tried to start it, smelled
electrical. Could this be the starter and it needs replaced?

Very sorry about this issue, first you need to find out what are the lights on the dashboard for,(you mean check engine light?/ battery indicator light??) There could be a number of reasons why the vehicle wouldn't start or slow start??

You need to trace down where the electrical smoke came from. That more than likely is where the problem is.

I turned the key and the only light that stays on is the check engine light. There is clicking but nothing else. Last week it would slow start if I kept the key turned in the ignition. Now it won't do anything but click. Like I said I checked the battery and cleaned the terminals and the battery is only a year old. I even tried jump starting it...and nothing.

Sounds like you have some bad wiring, possible starter and solenoid. You can take the starter out and have it inspected at a starter & alternator shop, most guys at a parts store don't know what to look for if a starter is bad or not. The clicking you hear indicates that the current, juice from the battery is not able to flow like it should, usually means a low battery, but should turn over with a jump if that is all that was wrong.- (low battery)

that happened to are car starter was smoking change it and waaa laa it ran

You might have a ground issue, due maybe because of a loose wire, corrosion ect...

Check engine light on.. All you hear is clicking from the starter.. Had brought a new starter and new battery.. The car still wont turn over wen you crank it

Si i have an 06 chevy malibu. My battery light came on then my engine light. Had a diagnostic test that said wrong size battery, something with my starter, ignition switch , or electrical. I started by buying a new battery. Ran an errand started my car up and the battery light came back on. Someone please tell me what to do next.
