I have a vehicle with TPMS, the sensors do they have to be replaced everytime I put on a new set of tires and if not; what if the tire store screws it up are they liable?

no the tpms sensor is mounted on the wheel not the tire so it doesnt need to be changed with each set, their replacement will most likely be at one of your scheduled maintenece visits, and it wont be for a while. And i wouldnt worry about the shop messing them up.
