2003 Grand Marquis - broken hose

Our Grand Marquis (2003) has a hose connected to a black box on the right
frame near the window washer tank.  Looks like the hose is broken, but we
don't know what it's for, or where it goes to (pic attached).  We had the turn
signal handle replaced & the mechanic broke a part in the old handle to get it
off...now there is a beeping noise that sounds like the washer low beep...but
does not show low washer fluid.  Could this be part of why we are getting the
beeping?

That hose likely is related to the rear air suspension compressor pump. The compressor pump is located under the air filter box.
