Question type: Maintenance & Repair

I have a 2007 Impreza Outback (2.5) which is making whining/grinding noise
on extreme steering locks. I've checked and adjusted the two belts to
approx 1/4 deflection but sounds persist. The aircon belt was changed at
105,000 km, the steering pump belt is the original I think (I'm second owner).
Is belt tension too critical to do by ruler (I have no tension gauge) or is this a
problem with the pump itself.

I did, and it's clean and not at all foamy. Also checked all lines that I can see and no signs of leakage, so it doesn't seem to be air in the system. Is that about the right age for a pump to go - I've had much older cars with no steering pump problems eg Toyotas)
