Is there an owners manual in the glove box? Fuses and relays page many times in back chapter. If not, go into engine compartment and take fuse cover off and see if under cover it labeled what each are. You probably have 2 fuse boxes in engine compartment

I read a couple things just now...google...I saw a fuse box in engine compartment and the horn was #10. Also read from one guy that proved that not only does the horn get power from the labeled horn fuse but the wiper fuse. He pulled his wiper fuse and the horn did not work until he plugged it back in. Are either of these blown? Also a 9-5 2001 Saab shows a relay in cabin above glove box. I guess unhook glove box and lower to floor and look up and see if you see fuses or relays???

I know you have a 9-3 but see if Saab put the fuse boxes/relays in the same area?
