What do i need to swap a 3.1 out of a 1991 camaro
rs and drop in a 1998 gmc 2500? Or where can i
find the plans to doing the swap?

You won't find such plans, cross-platform swaps are entirely on a mechanic's skill level and knowledge. You'll have to find mounts to make it work, or make your own. You'll have to adapt it to a tranny or swap that over too, as well as all linkages and control cables, sensors, and your wiring harness will likely have to be built or adapted or swapped out for a aftermarket hot-rod type harness, forget making it emissions compliant. People do all kinds of crazy engine swaps but they approach it as a hot-rod or rat-rod type project. Try joining a hot rod forum like H.A.M.B. (jalopyjournal.com) for direction. Summit Racing may have parts you'll need, or any racing/speed parts maker will do.
