How many bulbs are burning on bright ?

I wanted to find out if 2 or 4 bulbs should be on with lights on bright. Lights
doesn't shine very far on bright only a few feet maybe 20ft.

If the lights are misaligned (maybe they were replaced and not properly aligned, or a front end repair was made), they'll not direct light where you need it, namely at the road.
