Is my car overheating or is my temp gauge broken?

This morning when i pulled into work i glanced at
my Temp gauge and saw that it was in the red. I
was confused bc i had no issues on my 2.5mile
drive there and everything went as smoothly as it
always does. I looked at my coolant temp and it
said 209. When i started my car up i decided to
monitor it back home (2.5miles). From the get-go
the needle was past the halfway mark. Coolant
temp starting at 189. By the time i was home, my
coolant temp read 198 and the temp gauge needle
was at the line right before the red!! Again, my ride
went smoothly, car didn’t seem in distress and i
didn’t hear any fans turn on. Does any one know
what the problem could be?
*side note: when car is turned off temp needle
doesn’t fall all the way down, it goes to the third line
above cold. Don’t know if that’s normal but i
assume it’s not.

Ba engine coolant temperature sensor; near the thermostat.
