2002 Buick century high water temp

I have changed the thermostat 3 times over the
course of a year thinking that I had bought bad
ones. I changed the water pump and pulley today.
Freeway driving the temp is around 245F-255F then
city driving it stays around195F-225. I bleed air from
system every time and am at a loss for repair
options. I feel that those temps are high for it. Any
ideas??????
