Not sure what is going on

My car is actong really weird  I will be driving it and
it will come up with a message on the display that
reads "engine power reduced and traction control
off" o can actually feel the power cut out in the car.  
This will lay for about 30-60 seconds and then
everything will kick back in like normal.  
Sometimes it happens just that once but usually it
will happen about every 7-10min that I am driving
unless I am in traffic there I have noticed it
happens more often.  I have ran diagnostic on the
car and I have to replace the thermostat because it
is sticking open.  Would a thermostat cause he
seems issues?

That sounds like it may be a problem with you drive by wire throttle body

I doubt the thermostat could cause these problems. Is the car running at normal temperature?

The temp gauge sits there and jumps around the whole time I'm driving the car. It will pin all the way hot and then shoot all the way to the 100 mark sit there for a little bit and then go back to the normal range. This problem with the part reduced didn't start till the temp gauge started doing that and the the check engine light came on and I had the handheld ran and it told me thermostat

Ok so I have replaced the thermostat, and APP sensor and I'm still having the same issue. I do not understand it at all.

Sounds like limp mode is kicking in briefly. Try reading the OBD codes to see if anything comes up.
