why are some lamps not working?

Question type: Maintenance & Repair

the following lamps ARE operating correctly: headlights, turn signals, brake lights (when depressed)
the following lamps ARE NOT operating at all : dashboard lamp(s), rear lights (red), and running lights, all

i had the basic wiring checked, but a fuse blows every time i replace it. this happens when i turn the light control on the stalk to the middle (running lamps) position

could this be a simple relay replacement?
