Emci fuse blows

Asked by Jcarternuts Oct 24, 2019 at 04:43 PM about the 1998 Chevrolet Astro Extended RWD

Everytime I just turned the ignition on it blows my
emci fuse. This has happened twice last time I
changed fuel pump it fixed it. This time the fuse
keeps blowing after changing the fuel pump. Also  
if I try to start it it just cranks but it does turn over
good so it is not the starter . Any suggestions
