What ever the cause I would rebuild the heads at a minimum. Replacing lifters would be wise too. How is your engine compression and oil pressure? How many miles on the engine and are the valve springs weak?

it has roughly 143000 miles springs are in good shape not weak, oil pressure is good. cant tell if valve is sticking or not. prior to the rocker arms and push rods being replaced checked compression before push rod reseat was 0 after jumped straight to 150psi so really confused why after replacing rocker arms issue came back.
