1997 dodge 1500 shifting problems

So I've got a 1997 1500
Dodge Ram I sometimes as I
start to vehicle it won't shift
past 2nd gets up to 3000
RPM doesn't want to shift if I
turn vehicle off turn it back on
just fine drives fine this
seems to be happening more
and more I've replaced the
output sensor but that didn't
do it all other gears are fine
reverse is fine sometimes I'll
go away while I'm driving
most of the time I have to
turn off the vehicle and turn it
back on if anybody has any
ideas please let me know you

Get this if anybody understands this please let me know when the the truck is low on fuel I start getting shifting problems has a hard time shifting out of second only when the fuel is low right before the light comes on and the whole time while the light is on until I put gas in it then the problem totally goes away what's up with that
