Tail lights and license plate lights not working?

Have changed tail lights and checked fuse panels
don't have any bad fuses.

At the rear tail and license lamps, the brown wire voltage and black wire is ground. Use a test lite and check them both. Any applicable fuse, not only check the fuse, use testlite and check voltage on fuse circuit.
