Old school Fords and Chevys had the mechanical fuel pumps mounted to the side of the engine block and were easily accessible. Not any more. The fuel pump is located in the fuel tank and is quite a pain to get to. Your best first step is to remove the fuel line at the intake and see if you are getting any pressure when starting. This will eliminate any doubt as to whether or not it is your fuel pump. There is a good tutorial on how to replace the fuel pump on youtube. http://youtu.be/S5bEAAAloHY Hope this helps and good luck!

do you hear fuel pump kick on when you turn the key?did you check fuel pump relays?if I remember correctly ford still had 3 fuel pumps in 1990.a low pressure pump in each tank and 1 high pressure pump on frame rale.if it wont start with both tanks if its a fuel pump issue its problely the high pressure pump.

I found out on my 96 F 150 that if the fuel selector valve sticks or doesn't work properly, then one of the tanks will overflow, yes, because it is a return gas system in which gas that the injector doesn't need goes back to the tank. If valve fails, it will go back either way. IF you do not see that gas is going back into the tank, this can be a problem. When you turn your key on, watch the gas gauge, and then you will know gas is going into the tank still. I replaced my ECU relay and series circuit fuel line and noticed that my gas is going past my valve again. The fuse is not the problem in that experiment. changing the pump is THE MOST expensive and most pain in my @SS problem. It will be the last thing I check. I got 2 gas cans off the side of the road, bought a syphon kit, and I replace the gas out of tank every day. Maybe this will help and stay out of shop with HIGH mechanic bills. which I am avoiding, to say the least!!
