How do you adjust/aim the lower headlights on a 2004 trailblazer-where are the adjustment screws?

I've been told that one headlight i higher than the other on my 2004 Chevy Trailblazer but I was under the impression that the headlights never needed adjusting - just replacing. If you can adjust them, how do you do it?

Here's a pic, I use a very small socket to turn it.
