Shake/vibrate 2004 Toyota Highlander

My vehicle started shaking like I had a flat tire, but I didn't.  It happens if I'm
going 20mph or 50mph.  My steering wheel, dash and seat was shaking.  Had
all 4 struts & sway bar link replaced, tires balanced and just got it back from
having a front alignment and it still does it.  It almost feels like the emergency
brake is on and the car is trying to go????
