problem with rough idle and loss of power

99 2.2 subaru legacy brighton wagon rough idle and has a loss of power
going on flat surface and is worse going uphill. if it goes over 5000 rpm seems
to be better. Could this be the ECM module and does it have a reset

i have same problem with my 99 legacy just put coil plugs and wires in it and it still does the same thing
