My brake and battery light are both on and low beams on headlights don't work. What could cause this?

I replaced my battery after it tested
weak, I used a volt meter and know
I'm getting 12.3 volts to the alternator.
My fusible link fried so I replaced out
and the trouble lights are still on. My
alternator is whining now as well,
could the alternator be my problem?

check brake fluid first, but sounds like alternator belt is missing or alternator is bad. check the charging system.
