Sounds like slippage indeed, most likely from old, worn out fluid and/or shrunken seals preventing fluid pressure normalcy. First drain and refill with 3.5qts fresh ATF and a bottle of trans stop-leak product. Drive a week or two. If not dramatically better it's time to retire this quarter-century dinosaur, eh?
