Can you use breaks and rosters off of a
grand am onto a Grand Prix?

Call an auto part store or look online to see if they are the same part number. If they are there will be no problem.

Can older grand prix parts fit a 04 grand am like the front and rear struts

Not likely. The Grand Am and the Grand Prix were two different "platforms" and most of the parts are different.
