do the brake lights come on when the lights are off? try checking the fuses in the vehicle for parking lamps/ running lights. the fuse cover should tell you what each fuse does
on the passenger side inside vehicle on the right hand side of dash is a fuse box location. theres a main fuse for dash cluster that commonly go out. for the brake lights there another fuse box location on opposite side on driver side. the brake/tail light fuse is located there check it.i have a 1998 alero same setup that has this common issue.

Well, found out that the wires had melted, the wires needed to be pulled apart from each other and wrapped with electrical tape.. the wires touching caused the fuses to blow repeatedly so once I pulled apart and taped the wires on the tail lights.. the fuses didn't pop and the tail lights became fully functional. Thanks for the input from everyone.
