Car not turning over at all clicks under dash no
head lights blinkers fuses aren't blown

First thing to check is the battery voltage and the battery terminal connections. A low battery will cause a clicking sound and failure to turn over the engine.

Battery voltage is good turn key nothing happens I jumped the starter it starts up but shuts right back off

A good battery with loose or corroded connections can mean the car won't start.
