No crank no start

Help !!No crank no start on 06 jeep grand cherokee limited
4wd. Battery is ok had it tested. I tested the relay it's ok. I
checked control voltage to starter relay from ignition (ok).
12 volts when ignition switch is turned to start. 12 volts
constant from battery to starter. I can jump the control side
of relay and engine tries to start but does not turn over.
Rapped on starter no luck can't get to connections on
starter to test there but by jumping relay I assume starter is
ok. Possible neutral safety switch issue. Does it break the
ground through the pcm. I'm guessing power is still fed to
solenoid from relay but the nss is breaking the ground
preventing car to start.  Car started fine until battery died.
Jumped battery car started. Battery died again due to cold
weather and I only drive the car one day a week. Charged
battery had it tested. Lights ok battery is ok any info would
be great thanks.

if the engine is spinning over then the starter is working....it willl either be a spark issue or no fuel...the crank position sensor could be bad...common problem

Had similar problems on my bought new 2009 Chev Aveo. 2 back to back bad brand new batteries. Both Tested good!! Sometimes dash lights, sometimes no. would, wouldn't start randomly. 3rd battery fixed it.
