2003 jeep grand Cherokee

My 03 Jeep grand Cherokee will start and run for
about 3 seconds and then shut off. The dash
gages are not working either. We were told there
was some kind of theft devise in it that stops
people from hot wiring the  car. Is there a way to
reset it?

Thanks. I tried to lock the doors with the the key fob and it would only lock the back doors not the front. Also tried to use the key did not work. So I guess I'll have to take it to the dealer unless anybody else has a suggestion.
