my grand cherokee 2001 tailights not work either side, The brake light works as do turning signal and flasher lights. Which bulbs are for running lights? Any suggestions how to fix

My brake lights , turn signal and flasher lights all work. My running lights do not
come on when i turn on headlights. Any suggestions? Cant find anywhere a
fuse that states tail lights. Also which bulb is running lights? Looks like same
bulb as brake lights.

i am having same type of issue my right brake light wont come on,only when head lights are on,works fine when they are off
