Check engine light turns on when only battery is on

Why does my check engine light only come on when the
car is half way turned on so basically only using the
battery before completely starting the car and when it
running the check engine light turns off

It is normal for the warning lights to come on when the ignition is on but the engine is not running. This way you know the bulbs are not burned out.
