trans will not shift on its own

i just put a rebuilt trans in my truck and its doing the same thing my old trans did,it won't
shift at all if i put it in overdrive but if i start out in 1st gear then i can shift in to 2nd but
thats it

the Vehicle speed sensor may be defective or the throttle position sensor. They may be bad or the wiring harness may be damaged and the signal isnt getting to the computer or trans. 94 was the 1st year for the electronic 4l60e, it needs the computer and specific sensors that take place of normally hydraulic controls. Does your speedo work?

yes the speedo works and the engine light goes on and off from time to time and now when i use the scanner on it, it says operator error. but the engine seems to run fine
