1999 Ford Countour SVT

When I go to start the vehicle it clicks once and
then like drains the battery. I'm trying to figure out
what the issue could be it was going down the
road just fine then stalled out it wouldn't pop start
or the ignition switch wouldn't work either I know
the starter is starting to go out but that wouldn't
stop it from pop starting what could the issue be?

might have a bad alternator. charge your battery all the way and have it load tested. check your battery cable connections, both ends. and yes if the starter goes it wont start. and by "pop" starting, I assume you mean jump starting??

I have already charged it up and it is a manule so it can roll start with a pop of the clutch even if the battery is dead

Ok, got it, didn't know it was a manual! Can you hear the fuel pump cycle when you turn the key to the on position? If you can get it to turn over, spray some crab cleaner into the air intake if it fires, it could mean that you aren't getting fuel. If you can't get it to turn over without coasting, check out some YouTube videos on how to test your starter.
