wiring harness

machanic cut plugs off wiring harness under dash and plug from stiring coloum
now wires are hanging , he through the plugs away.now i have no wipers or
radio,or blinkers,what to do

Wow, why would a 'mechanic' do that? It really depends on which wiring harness is cut. Is it the steering column harness (turn signal switch/wiper harness) or the dash wiring harness. There is no easy answer. You will likely need a competent mechanic to evaluate the best course of action.
