Can't select full lights...only dimmed or fog

Hi, I have a Nissan Note. At once my second click
to turn my dimmed lights on to full/ normal beam
turns it directly to the fog lights (and the blue light
on dash appears) Can anyone advise please?
Would be very much appreciated! Thank you.
