Dealers nor honoring prices

I'd like to understand what your process is for
handling dealers who will not honor advertised
pricing.

I just inquired about a new car directly from your
site.  In the email response from the salesman
from the dealer,  I was told that all prices were
wrong, and in the process of being "fixed" .  They
were all low by $700.

Cargurus doesn't address that, you would have to ask the dealership themselves. They are the ones whom post them here.
